Sudden cardiac arrest (SCA) is a critical medical emergency where the heart unexpectedly stops beating, leading to a loss of blood flow to the brain and other vital organs. Immediate intervention is crucial, as survival rates decrease significantly with each passing minute without treatment.
Rhode Island has implemented several programs to enhance survival rates and prevent SCA
HeartSafe Community Program: This initiative, a collaboration between the Rhode Island Department of Health and the American Heart Association, aims to strengthen the "Chain of Survival" at the municipal level. Communities earn "HEARTBEATS" by conducting CPR/AED classes, placing Automated External Defibrillators (AEDs) in public areas, promoting CPR/AED response through public safety officials, and developing evaluation processes for their HeartSafe programs. The number of HEARTBEATS required for a community to be designated as HeartSafe depends on its population.
Cardiac Rehabilitation and Prevention Programs: Institutions like Brown University Health offer comprehensive cardiac rehabilitation programs. These programs focus on exercise, nutrition, stress management, and individual support services to promote heart-healthy habits. Additionally, they provide prevention programs targeting individuals at increased risk of heart disease but who have not experienced a cardiac episode.
HeartSafe Schools Initiative: Aiming to prepare Rhode Island high schools to respond effectively to SCA events, this project sets objectives such as developing SCA action plans, identifying CPR champions to promote awareness and training, and ensuring that at least 90% of schools have an AED onsite.
Efficient Emergency Medical Services (EMS) response times are vital for improving SCA survival rates. Rhode Island boasts some of the quickest EMS response times in the United States.
A recent analysis reported that Rhode Island has the fastest average EMS response time at 6.21 minutes, followed by Massachusetts at 6.34 minutes and Nevada at 6.44 minutes.
Another source indicates that Rhode Island's average EMS response time is approximately 7 minutes and 4 seconds, ranking third nationally.
These swift response times are likely influenced by Rhode Island's small geographical size and relatively low population, allowing EMS personnel to cover shorter distances efficiently.

Rhode Island's Good Samaritan law, codified in R.I. Gen. Laws § 9-1-27.1, provides immunity from civil liability to individuals who voluntarily and gratuitously render emergency assistance to those in need, including administering life-saving treatments such as CPR. This immunity covers acts or omissions that may constitute ordinary negligence but does not extend to actions involving gross negligence or willful or wanton conduct.
Unlike many states, Rhode Island has a "Duty to Assist" statute under R.I. Gen. Laws § 11-56-1, which mandates that any person at the scene of an emergency who knows that another individual is exposed to or has suffered grave physical harm must provide reasonable assistance, as long as it does not endanger themselves or others. Failure to do so can result in a petty misdemeanor, punishable by imprisonment of up to six months or a fine of up to $500.
In Rhode Island, not only are Good Samaritans protected when providing emergency assistance like CPR, but there is also a legal obligation to assist individuals in grave danger when it is safe to do so.
Legal Protection: If you provide CPR or other emergency care in good faith and without compensation, you are generally protected from civil liability for any unintentional harm caused.
Good Faith Requirement: Protection applies as long as your actions are reasonable and intended to help.
Exceptions: You may not be protected if your actions are grossly negligent or reckless while providing aid.
